Solution

The minimum CPM rate allows you to maximize your revenue without the risk of trying out a new ad network. If you work with another ad network, or have a specified pass-through available, we recommend you set our minimum CPM rate to the eCPM rate of your pass-through. If you do not have a default provider, we recommend that you set the minimum CPM rate as low as possible. This will greatly increase your fill rate and total earnings.

Please note that lowering the minimum CPM rate does not mean that you will only be served low-paying ads. Instead, you will be served all the same ads as before at the same CPM rates, and when an impression would have been defaulted, the system will instead search for an ad that meets or exceeds the new, lower CPM rate. This will increase revenue and fill rates.
